{*} {*} Should we have a stateful statement?

It seems to me that in many modules, the stateless variables greatly exceed the stateful. I think we should allow another method for specification, in which we just specify what the stateful variables are.

BTW, congrats to Marco for deciding to distinguish between stateful and stateless.
